will this work with a laser?

You mean, can you laser it after powder coating? Yes, I've CO2 and fiber lasered after powder coating. Works fine.

How do you cure the powered coat to a material? Are you able to apply the powder and then heat the piece to cure it?

powder coating requires a very high temperature. Are used with my laser but I’m pretty sure the actual powder coating now it’s all dependent on the type of powder coating material and the bottle may say what temperature it needs to cure but usually they’re placed in a very hot oven like 800°. I would ask the manufacture to see what temperature they say.
