Greetings. I do not have wifi access. Is this device meant to enhace wifi performance or give Wifi access?

This device does 2 things: 1. Allows your pc to connect to Bluetooth devices like a Bluetooth mouse, speakers, headphones, etc. 2. Enables access to an existing Wi-Fi connection. It does not create one. So you do need access to an established wireless service, where the pc is used. If you have a wireless hotspot established by your phone, you would be able to connect to that. I used this card for a pc that my son and I built.

Will this work with hp 8300 elite?

If you have a PCIe slot it will work fine.
