Can you add these over a small wooden skirting board? whats the best glue to use with this product?

Yes, but hard to say what it would look like without seeing the skirting in situ. Any no nails type glue or silicone bathroom type sealer should be fine, but I used self adhesive velcro as I wanted the trim to be removeable as it was attached to a venetian blind. Do note these are only 1m length bits, so if your skirting is more than 1m I would be concerned how the joints would look.

Is this product flexible? The corner I would be looking it to run along would be 45 degrees

It has a small degree of flex in it but is ultimately brittle not pliable. At 45 degrees it will snap.

Hi is it waterproof to a certain degree

UPVC is waterproof. It will not rot like wood. If used in a bathroom or outside it is best to glue in place and you can use Silicone to seal around the edges etc.
