Question 1

In the picture this is plugged into an electical outlet . Does the ethernet cable from the router need to remain plugged into this device .

Technically you do not need to connect an ethernet cable to the extender, not even for the initial setup if you can pair the extender and router with the WPS buttons on both. Realistically, however, my experience has been that this extender is not reliable (constantly drops connections) unless it remains connected to the router via ethernet cable permanently. Netgear customer service, in fact confirmed that this is the preferred method.

Question 2

Can the SSID of the extender be set to the same SSID of the network it is extending?

Accepted Answer

If you go into the extender's settings via the browser interface, it actually tells you to configure the extender to the same SSID and password as the existing router in order to take advantage of WPA linking. By doing so, the extender will function as an AP (access point) on the same WiFi network and provide seemless connection throughout the house without having to switch over to a different "_EXT" connection. Also, make sure to download the firmware update as this product ships with a very very old version.

Anyone who did not receive this item free able to give it a good review?

I straight out bought mine the old American way with my money, unhindered by any promotional or free offers.  Also be wary of very good or very bad reviews wherein you do not see the words "Verified Purchase" by the posters name.  I'm seeing a lot more of those these days and by my thinking they must be fake reviews because why would someone even post a review here on Amazon if they didn't buy it here?
Makes no sense to me.

Enough of that but yes I did buy it myself and had it almost a week now and am very happy and impressed with the NETGEAR N300 WiFi Range Extender (EX2700).
Mine is fulfilling my purpose for it by providing a strong and solid WiFi signal to my AmcrestPro HD WiFi camera overlooking the outside of my house.  My camera's live video feed is now constant and uninterrupted and my screens on my pc, my Android phone, and my laptop all no longer freeze up while I'm watching the live feed.
The NETGEAR N300 WiFi Range Extender (EX2700) is a success for me.

As for the bad reviews for it I can only surmise they are from user errors in trying to use this device.

It's been solid for me and I'm thrilled with it.

Does this unit create a new network or extend current WiFi?

It can be used in two different ways. If you just plug it into the wall and connect it to your existing WiFi, it creates a new SSID. Alternatively, you can run an ethernet cable to its location, where it will act as an access point to extend the existing wireless network.
