As it is not a part that gets a lot of usage, it might be the exposure to the NJ winters that caused it to fail. This Key, Cover and Handle assembly is the perfect DIY replacement. I timed the replacement and it literally took 15 minutes from start to finish. It comes with all gaskets and necessary O-rings in place. You do need to keep the 8 screws and nuts from the existing valve as it does not come with any hardware. After replacement, the key turns smoothly and is perfectly watertight.
