I know this is a 10 ply LT tire but is still good for road/mpg?

They are well behaved on the road. You can feel the lugs on a slow roll and they have some road noise also. I lost some mpg with them but they are a M/T tire. They need to be rotated often to avoid cupping as with any aggressive tread. They are wearing very well I’m at about 12k on them. Happy with my purchase so far.

Yes LT 295 R17 my 99 2500 Ram came with 16" but I changed to 17".
