Will this help my dog from stop peeing in the house and does this really come with a book?

I do not remember it coming with a buck but I don’t have a good memory and I got mine quite a while ago. I will say yes it can stop your dog from peeing but you must have a controller in your hand and give your dog a shock as soon as you start to see the dog move into a squatting or leg lifting position. They will get the message very quickly but you must be consistent and you cannot let your dog be paying around the house when you are not attending to it all right will get mixed messages and it was I understand while you’re giving it a shock when it’s pain when other times is able to wander around the house and not get the shock.

Having worked with hundreds of different animals especially dogs throughout my lifetime has taught me one thing and one thing for sure… if all training could be summed up into one word it would be “ CONSISTENTLY”
That is truly the way to have the best straight dad on the planet! LOL… So the goal is to make sure if you can trailer on your wrist and only gives a dog a free roam of your house without a room that you were in there waiting around the house when you’re in another room they will be pain for sure… I hope this is helpful great job and working to house train your 🐕 dog way to go!!!😁👍

do i have to have the fence for the collar to work, while my dog is outside?

Of coarse.  You don't want your dog to run away.  The fence has nothing to do with the collar.

Hello.
How to pair remote with receiver:
1. Push down the lock switch to make sure the Transmitter is on.
2. Press the channel button to choose Channel 1 or 2 or 3 or 4.
3. Hold the power button for 3 seconds on the receiving collar until the Green LED starts blinking.
4. Press Beep or Vibration or Shock button once on the Transmitter.
5. When the Green LED light on the receiver is steady on, pairing completed successfully
