Would it be possible to use command strips instead of screws? In a dorm which doesn’t allow holes in wall.

It depends on the kind of dishes you have. I think command strips may work for plastic dishes. But if you have ceramic or glass or stainless steel, I don't think it will hold as it will be too heavy for the command strips and you will need the screws.

Does it come with the utensil rack?

No. It says it does but it doesn’t. “ The main components:Dish shelf； Cutlery Rack； Drain Tray.” I am returning it as this was the main reason I chose this one.
