Is the exterior waterproof/ stain resistant?

No unfortunately but I just wash mine by hand in the sink with dawn dish soap like once every 6 weeks and it’s good to go! It’s a canvas like material so it doesn’t absorb stains super easily but our next go round with one I’ll definitely order a darker color as the light pink shows all the ick.

how long does it stay cool?

It stays cool from before school until after if the items placed in it are refrigerated beforehand. 7 hours.

Has anyone flown with this snack pack not frozen and did tsa give you a hard time?

If it is liquid it must abide by the 311 rule. If you have it completely frozen (no slush pooling at all) when going through TSA, then it's not a problem. If you use this for baby food, you are fine if it's melty. Baby food stuffs are an exception.
