The wheels are replaceable. I looked up replacement wheels for laptop bag. They are able to be replaced. You simply just have to look at the words you search under in order to obtain it in the search.

What is the measurement of the laptop "padded interior slot"?

My 17" HP laptop fits in the slot behind the padded interior slot.

Will this fit a 17.3 inch laptop?

It will not fit my 17 inch HP ZBook. The physical dimensions of my laptop are 16.37 x 10.7 x 1.33 inches and the padded pocket is too narrow by at least 3/4 inch.

Can these wheels be replaced with spinner wheels?

I have no idea if the wheels can be replaced with something different. But there are only 2 wheels so I don’t think spinner wheels would do you much good.
