The last usb device you connect to this computer malfunctioned and windows does not recognize it . Kindly advise how to resolve this?

Seller is selling a Fraud. This device is tempered and locked for Airtel Sim Activation
I bought this device for IGR (online lease agreement) but when I contacted SecuGen India company then I came to know that this device has to be used only for Airtel Sim Activation purpose and cannot be used for other purposes. This is not mentioned in the product description. The device serial number is tempered by adding extra serial number sticker. This is a fraud.

On receiving the product it is not connected with USB cable, but it is in mobile charger cable which can not be connected with PC whereas it was mentione as USB Connector
