Which side is the rough part of the velcro on?

depending on how to thread the belt, the Velcro can face out or in. It's a personal preference on how you want it.

Does it create static electricity? Is it safe around refuel operations?

I work in all types of conditions to include cold dry conditions. I noticed myself getting shocked sometimes at work when touching metal doors etc. I personally have not experienced any static electricity while wearing this belt.
