is this worth buying?

Unless you want to hunt down a PS2 and pay through the nose for an original copy this is a pretty good option. The patches fixed the major issues, and it's neat to see it in HD. The other option is very time consuming and it takes up a lot of space on your computer. Silent Hill 2 Enhanced Edition is like jumping through a million hoops just to play one game.

How "Bad" is this in terms of performance/glitches. I'd be buying the PS3 version. Will I be able to complete with no game-breaking glitches?

As of 12/12/2015 Silent Hill 3 has terrible performance and froze my ps3 more than 4 times throughout one playthrough. You'll be able to to finish the game but your ps3 is going to have to be hard reset multiple times.

Did they ever add in the original voices for Silent Hill 3?

You get the option of original voice track and new. You can select between the two before you start your game.
