I'm looking to use this on a surface pro 4. will this allow me to connect both my usb mouse and usb keyboard into the single usb port on that device?

U plug in the hub to the usb port if there is one available(i have apple mac) and then u plug in your mouse usb and keyboard isb into the hub and there is still room on the hub for more gadgets if u want to connect them. I find it really useful compact and non interfering as its so neat. Swivel availability is good too. Hope this helps.

If my usb port is 2.0, will that work? Will all 3 ports will be 2.0 or will get upgraded to 3.0?

Ports can’t be upgraded. No that’s not how it works. You can plug usb 2 devices into usb 3 ports. But usb 3 devices are not guaranteed to work in usb 2 ports and most of the time won’t work.

On my mac (about this mac > system report > hardware > usb) this "usb 3.0 hub" identifies as usb 2.0 hub. how can this be?

I think your mac's usb is programmed as a 2 or is older before the 3 came out - you need a mac technician for this one - sorry I have a windows laptop with 1 USB3- the rest are USB 2 sockets
