Yes you can leave it on charge, like most batteries it is better to charge and use till it loses its power/ discharge but you can top up the charge after each occasion of use if you prefer,

How loud is the notification when it turns on and off? Most speakers seem to be really loud, is this one quiet?

I think it depends on what volume you have set on the speaker. When I have had the speaker turned up high it's loud & vice versa, the start up notification isn't annoying like some speakers, it plays a little tune and then tells you what's connected.
