Do you have to drill holes in it before you put gravel ontop

Ideally yes, though rather than drilling with a drill, you could just use something sharp, or if you're putting into the ground, metal pegs and a hammer should be enough to make the holes. Depending on circumstances, you should be able to do this even with the gravel on top - just harder to see what you're doing!

Would this be to put on a cellar stone floor to stop damp

Yes ! Bond it down and turn up sides for about 6 inches Amazon have some good bonding "bitumen glues" work out a way so you can get out of area after bonding etc.

Is this easily cut-able/pierce-able ? and what with: stanley knife, or scissors? do you think it's pierce-able with eyelet pliers? thanks in advance.

I used stanley knife to cut and it was fairly straight forward. Sometimes two pass was required. Not sure about eyelet pliers but shapr items can rip it as mine did.

Can this be used as plastic sheeting between gravel bed of a garden shed to avoid damp ?

I would say yes. You could always fold it over to avoid any puncture/cutting from the gravel.
