What is the grinding part made of? Ceramic, stainless steel, or something else? Is this easy to clean?

The grinding part is plastic. It's very easy to clean. I've had mine about 20 years. I bought several when my grown daughters and a couple of their friends wanted to learn to make gyoza and I put them in the goodie bags along with my recipe. I use it whenever I prepare oriental dishes and love it.

Will this grind into a paste...e.g., to make tahini from the sesame seeds?

No it will not become a paste. It basically cracks the seed so it becomes crushed. For a paste you need something more like a food processor.

Is it dishwasher safe?

Most probably NOT dishwasher safe. Major components are of plastic. Made in Japan, and Japanese kitchens mostly do not have automatic dish washing machines yet. Not much need to wash, yet if do, recommend hand washing and drying well.

Can this be used on fennel seeds and celery seeds?

I suppose it's possible, but celery seeds are small, and fennel seeds are hard, as are celery seeds. I believe the plastic grinder would not stand up to grinding those seeds. Better to buy something like an electric coffee grinder. I use that, for those kinds of things.

It's more of a seed dispenser than grinder. Maybe 1 in 10 of the seeds get ground. I used a similar one in a restaurant and that worked well but this barely works at all and is expensive
