Yes. I have washed mine several times with no problems. I would not recommend putting them in the drier. I just hang them up and they air dry in a short time.

My husband's calf circumference is 17 inches. XL fits nicely and he ordered a second pair. Very satisfied

My calves are 17" and shins from ankle to knee are 14". I wear them over socks and under trousers. I ordered the XL size and they fit perfectly. According to the size chart, sizes S, M, L, and XL are all 6" wide. Only the length varies. Based on your measurements, a M or L would work.
