How many bags of ice does it take to fill?

I put in two bags of ice so the drinks could fit as well. You can probably put in more but then we just used it to hold the ice. It’s cute and functional

Can this be used inside a pool?

I don't see why it would not. The palm leaves on mine did not stay inflated though.

Is there a plug to open to empty the water out of once the ice melts?

No, but it's easy to flip over and empty the water.
