Can I use construction paper?

With any hole punch, construction paper is fine. Be careful ordering, however, I was sent a different brand instead of PaperPro TWICE. PaperPro is the best brand, in my opinion, but you might not receive it.

Can i punch 14" paper?

There is no adjustment on it to correctly punch different size paper other than the standard size. You would have to measure and marked where the center hole would be on the larger (or smaller) sheet of paper, and than position that mark directly beneath the center hole punch while allowing both ends of the paper ( if larger) to overlap the PaperPro. So yes, it can be done, but I'm sure there must be others out there that are adjustable, unlike this one.

Will this work to punch 3 holes on the 8 1/2 side of paper? It's to place a half sheet of paper in a binder.

All 3 hole will not be on the 8-1/2" side, just 2. If you butt the edge of the paper against the PAPER GUIDE on the right, there will be 2 holes created, one (1) starting at 1-1/8" from edge on right to the end of hole # two (2) to the left of that first hole at 5-5/8". The maximum space taken up of the 2 holes is 8-3/4", end to end.

I don’t understand how to empty chip tray. Help!

Open the underside compartment and shake them out. The opening is a snap semi circle, fyi.
