What's the difference between this 'newer' model and the older Gerber 31-01134 Dime still advertised on Amazon?

None that I can see or read in description, so it must just be a simple colour change.

Does the black get scratched off over time? Not sure which colour to get. I love the blacked-out look, but I'm worried it might not hold up over time?

Yes it does scratch off. Doesn't last long really, maybe a month in the pocket before it looks tatty. Its a good tool though, although the pliers at are only for very very light work. I broke mine.

Will the snips cut thin sheet metal?

I would not think so, and would soon be blunted if they did. They are scissors rather than snips; might cut foil but that's about it.
