Can I brush after the product dries?

I would not. Although it does not dry hard, It acts as a holding/finishing gel. Best results for me are to brush into my hair, and while still wet I put on wavecap(s), then after hair dries I remove cap. Great hold all day (barring heavy humidity) and also adds to sheen.
