Yes, An IC-rated downlight can come into direct contact with, and be abutted by building insulation. The IC (insulation contact) rating is a measure used to determine whether a recessed downlight is suitable to come into contact with building insulation. It DOES NOT mean 'installation contract' as Michael previously stated. This is a perfect example of someone that doesn't know what they're talking about chiming in with bad information; in this case it's a major safety concern. The IC rating, meaning insulation contact, will ensure there is no chance of a fire hazard due to overheating and is the safest type of recessed light.

What’s the cutout size?

I just bought a new hole saw set, to put these light In. I used the 6 " saw witch is 152mm. We thought we would have to use a rasp or something to get 3 more mm to make 155 mm. But we cut the hole and my husband tried to put the light, and it fit perfect. We don't know why or how, but we right very happy it did lol. So my advice is to try to put the light in before you do anything.

If you had a 3 plug outlet in you unfinished basement ceiling is there a way to just plug the first one into the outlet after they are daisy chained ?

Plugging affixed lights into an outlet is not per code. But you could connect all 12 lights on one 14 gage romex, wired in parallel and connected to a line direct to a fuse or a breaker. You could wire the line to the outlet you're talking about. Just make sure you use romex and make sure you don't exceed the fuse or breaker amperage with both the lights and whatever you may plug into this outlet.

I have a 12'x12' room, should I use 4" or 6" lights and how many should I use?

I put ten 4" lights in my mich larger basement. I suggest doing some more measurements. Take your ceiling height and divide it by 2 and you should have your rough spacing between lights. I actually fudged this a bit to get an even layout. If you have a low ceiling, you may want to go with the 6" for more spread. My ceiling was 8ft but I spaced at around 42" to make it an even layout. The result gives plenty of light and coverage to the corners.
