Does this come with bull bar??

Yes. The bull bar has two light tabs on it. Depending on the size of the winch the fit can be very tight. I had to grind off the tabs to make my winch fit.

Can a snow plow be attached this bumper?

No. The clevis attachments on this bumper do not mount to the frame. The force of plowing snow would bend it.

Is this a frame mount bumper?

Yes - you need a #15 torx head socket and rachet and the old bumper is off, this one sits on the bumper mount and you use provided bolts to install. On a 98 Wrangler took all of 20 minutes and looks awesome

If I have this bumper with a winch, how do I install my license plate?
