what kind of base does this have to hold it down?

It doesn't have a base to hold it down, and in my opinion, you have to have it attached to something, otherwise it REAlly won't work to clean your shoes.

can you bolt the scrubber down

Yes, the scrubber can be bolted down and I reccomend that you do bolt it down as it will not work as good unbolted. I bought the base that can be attached to the scrubber so we would not have to bolt it down and we could move it to other places to be of use and I love it and it works perfectly.

does this brush have the base?

Yes, this brush has a base but it has to be purchased seperately and believe me it is worth it! If you don't buy the base, you can attach it to something to secure it in place so it will work properly. I felt it was better to have the base and it is and it works perfectly. Glad I purchased this product, no more mud in my house!

Do you have replacement brushes?

I am a customer, not the company, but yes, replacement brushes are available. I have bought them and kept a Scrusher in good shape, outdoors in New England, for many years
