Yes it does. As you're making your way throughout the story line, which doesn't have to be done from moment to moment, there are never ending crime spots to go to throughout the map. This generates a bar of either being really helpful or highly wanted by the authorities. There will be different attack on you given the different levels of being wanted. Mind you, the crimes that you go to on the map can get repetitive at times.
