White light blinds you to anything outside the illuminated area. Red just enhances what you're illuminating but allows you to still see what's outside the illumination. **Q: What wavelength is the red light?** A: Haven’t measured it but imagine it would be 680 nanometers. **Q: Is there a way to shut off the strobe permanently? But, it does work and it is very bright. I use if for astronomy purposes and the brightest setting is way too bright for that, but the lower brightness works great. One thing that doesn't work for me is the flashing light. To turn it off from the lowest setting you have to hit the button twice, the first time it goes to the flashing mode and then it goes off. Really only a problem for me, not a big problem in general. It will use a 18650 Li-Ion cell (not included), but I have one from another flashlight and tried it and it works.
