Are these blades to be used for shaving?

No. I've tried them for shaving. They are not nearly as sharp as single edge blades meant for shaving. Both say .009 so I don't know how to explain the difference, but the difference is huge.

Where are these made?

I think was Mexico,I brought some 20 years ago was USA,Stanley for utility knife was the best,price direct related,for cut the tape in a box,light home repair it can do it, Heavy duty one is great but $$$，Hope you can find one fit for your taste and pocket,happy shopping.

What is the difference between these Heavy Duty Steel Backed blades & the Heavy Duty Blades? They both say 0.012" thick. price difference negligible

The 0.48 ones don’t break as easy as the non heavy duty
