Without knowing everything you are doing or how many times you are playing, I can only speculate that it might be possible that you may not be adding new zombies at the beginning of EVERY players turn? (Long shot, but I have seen people miss this before.) Or are playing on the easier side of the board with more players than you should? As has been mentioned by others though, it is quite easy to play through the game at any envelope stage you would like to play again by turning things over and using the side from before you added the sticker.
