yes. vol20 if you have light hair, vol40 if you have dark hair. 50/50 mix

Is this a vegan(plant-based & cruelty-free) product?

I think so most of their products say they are, it doesn't say on the bottle and I forgot if it does in the package it came in

No, it’s just about what texture you prefer. The volume of the developer is the only thing that changes the strength of the bleach. Not the mix ratio.
