What is the difference between the 60" and 62" that the 60" is more costly?

The difference is the 60" has better leg thickness for stability and the legs are reversible, which makes it a lot more portable for travel.

What is the smallest it can be folded to fit into a backpack?

Fully collapsed, it measures approximately 23 inches. So it could conceivably fit into a large backpack. However, it comes with it's own vinyl, zippered carrying case which has a shoulder strap.

Can you change the ball head on this?

You can and I recommend trashing the original ball head. The quick release plate rattles and moves when installed, and the cork does not grip a camera very well so it will slip a bit. The head also droops badly when tightening down and releasing you camera.

This does not appear to be a true "Ball Head." It appears that you have to swivel the apparatus around in order to achieve complete coverage!!!??

Not true if you mean the whole tripod/apparatus, you can swivel/pan the head alone but you have to hold on to the camera as tilt will change since both are held by the same head locking mechanism.
