Hangers may stay put but clothes will not likely hang well. Perhaps a single item that doesn't weigh much would hang alright. The "arm" is pushed up and then rests in a little slot so that it doesn't fall back down. Since it is plastic, it would probably not hold much weight in this position without breaking. When it is in down position, it does hold significant weight as the plastic arm is pretty heavyweight material. **Q: Can this be used on a door?** A: If you used an appropriate screw with anchor system you could (anchor because most doors are hollow core). If solid door no issue at all and a good idea.
