How often does the Blade need to be replaced?

Unless you clatter the blade on something hard, it should last as long as the Flymo.

Does the handle change to different angles so banks etc can be cut easily?

My Flymo is a model 330 electric Turbo similar to yours 250. Handle has only 2 positions: one is for storage (vertical) and the other for mowering (horizontal).What I do on some slopes is to lift up the unit with two hands and engine working and easy lowering it down through slope surface needed to cut.

Yes it will cut slightly wet grass, remember to clean the underside every now and again when cutting
