Its just shy of going on. It does go on nicely with the bag empty. The cover seems to be made of quality material and i like the strap to help keep it on the pack when in use.******UPDATE*******Have to say I'm impressed with the customer service. I now have a 50 to 60 liter rain cover sent to me by the company and it fits perfectly. I have to fully stretch to barely cover it. I was hoping to have plenty room to easily cover my pack fully. It feels the size is off or I probably need to get one size up to have my pack well covered.Very disappointed.Update: The customer service quickly send me a larger size and it fits as expected. If you have similar type of backpack, I suggest to order one size larger to save this kind of trouble. However, customer service is great.
