Can it work in Android phone?

yes, i bought it specifically for my android phone. works great.

will this work for a tv?

Anything with a standard 3.5mm RCA stereo sound jack will theoretically work. For a TV though, I don't see how you would get enough reach! You'd need a long extension cord. They're not wireless!

can it be used with a n HP laptop?

I use these with an HP chromebook and also an Apple air laptop and works fine with both. Note this model does not include a mic and the volume toggle on mine was non-functional.
