Is this compatible with Windows 10?

Software could be downloaded from link specified in description (https://www.amazon.com/clouddrive/share/8Qn3vw8915JaZiv5bYzuBJWg1Ic4kibOcus1BhTJcrS) and works perfectly with Win10. App is 32 bit and does not support two identical devices at the same time. In downloaded zip also is 32 bit DLL with info how to use. My problem is there are no sources for DLL nor any info about commands USB Relay supports.
